ITEM 52-08 Call to Order

7:00 PM Chairman Mr. McDonough calls the Trustee meeting to order and ask for the roll to be called. Mr. Salmon called the roll Present: Mr. McDonough Mr. Frimerman and Mr. Salmon

ITEM 53-08 Recognition of Guests

Mr. McDonough recognized guest, Mr. Don Kaufman 3640 Indian Creek Road. Mr. Kaufman is in attendance of the Trustee meeting for the Adopt a Road Program. He is the Executive Director of The Oxford Society a non profit environmental education organization which has been picking up the trash and litter on Indian Creek Road from Brookville Road to the dead end. They would like to adopt the road and have an adopt the road sign placed in the road right-a-way around the Brookville Road area. Chief Goins and Road Superintendent Dave Hoelle provided the Trustees with information from the ODOT regarding release forms, safety briefing information, and sign design. After reviewing the material presented to the Trustees, Mr. Salmon made a motion to approve the request made by Mr. Kaufman and allow The Oxford Society to adopt Indian Creek Road from Brookville Road to the Township line providing that they sign the release form and abide by all guidelines and regulation of Oxford Township. Oxford Township will purchase and install an adopt-a-road sign on Indian Creek road near Brookville Road with the requested information on it. The motion was seconded by Mr. Frimerman.

Vote was all Ayes Mr. McDonough declared the motion carried

Mr. McDonough recognized guest, City of Oxford Mayor Prue Dana next. Mayor Dana came to discuss the annexation of the Colwell property (Stewart Landing) into Oxford. Mr. Frimerman brought up the density of the project especially the area adjacent to the Township. Ms. Dana stated that she was to the understanding that the developer had moved the playground-park to that area. Mr. Salmon is concerned with the border roads of the development, Kehr and Booth which are Township roads. The City of Oxford needs to take over Kehr Road to Booth road and the Township and City need to enter into a maintenance agreement for the portion of Booth Road that is included in annexation.

Also the fact that plan shows a new road intersecting Booth Road may create drainage problems for the township. He would like the road construction plans be made available to the Butler County Engineer’s Office for review.

ITEM 55-08 Indigent Death

Mr. McDonough asks Mr. Salmon to report on the indigent death he brought up at the last meeting. Mr. Salmon stated that with the help of Trustee Frimerman talking to the family and himself talking to Tom Zettler an agreement was made between the family and funeral home.

ITEM 56-08 Music Festival

The event was cancelled due to zoning violations, and lack of ticket sales. It was to be held on April 26th 2008 at Grandfathers Barn on Stillwell-Beckett Road

ITEM 57-08 Approval of Financial Reports

The trustees reviewed the financial reports prepared by Mr. Rowan. Mr. Salmon requested that Kay Rogers name be removed as Butler County Auditor. Mr. Frimerman made a motion to approve the financial reports as presented seconded by Mr. Salmon

ITEM 58-08 Approval to Let Bids for Truck Body, Snow Plow and Salt Spreader

Mr. Hoelle stated that he and Mr. Rowan had drawn up the spec for the letting of the bid and he and looked them over after Mr. Rowan had typed them up and just had minor spelling corrections to make. Mr. Salmon made a motion to let the bid out for the purchase of the Truck Body, Snow Plow, and Salt spreader with the bids advertised by April 25, 2008, all bids are due by 7:00 pm at the Township Office May 12, 2008 and will be opened at Oxford Township’s regular meeting May 12, 2008 at 7:00 pm. Seconded by Mr. Frimerman All Ayes

ITEM 59-08 Road Report

Road Report Mr. Hoelle reported that the picnic table at the Covered Bridge Park was in poor shape and should be replaced. He has talked to Norris Vinyl Fence on a price for a vinyl table. They cost about $500.00 to $600.00 and if the Trustees decided to purchase one he would anchor it down so it would be hard for someone to remove from the park. Mr. McDonough commented that that was a lot of money for a table and perhaps his brother, Edwin would be interested in selling the one he has at the Home Farm. Mr. Hoelle also wanted to know if Mr. Salmon had any more information on the land ownership around the Corso Road area and Covered Bridge.

Mr. Salmon stated that he had not received a response to the letter he sent of ODOT but he had shared the information he had gotten from Bill King with Surveyor Dan Brosey who has done work on Corso Road. In 1952 Pauline Corso sold an easement for highway purposed to the state of Ohio. This would be the land between the right-a-way from the present day Corso Road to the right-a-way of Morning Sun Road (Ohio 732). In doing this she gave up her rights to do anything with land contained within the easement. She would no longer pay real estate taxes on this land and a new deed was not prepared. In 1952 this was the procedure for the State of Ohio to obtain land for highway use. Today, 2008 if this happen the State of Ohio would prepare a new deed for the property owner, and one for the State for the highway. Also the property boundary for the land owner now would be the highway right-a-way not the center of the road. (Mr. Brosey used for an example the improvement of US 27 South of Oxford. All the affected property owners received new deeds and the State received ones for the newly acquired road right-a-way.) Then after Morning Sun Road was completed the State of Ohio gave the old road now Corso Road to Butler County who in turn gave it to the Township.

Mr. Hoelle reported that there are some drainage issues on Ringwood Road near the IMI plant and the Crum property on the other side of the road. He believes that some work on the culvert pipe and ditch on the IMI side of the road will help the problem.

Since the church on Todd Road has paved the parking lot and driveway during heavy rains lots of water runs onto the road. He has talked to Pastor John Witt about this and they are working on a solution to solve this.

ITEM 60-08 Police Report

Chief Goins provided a police report to the Trustees. The Department had an in service training day 4/12/2008 updating on taser use. Officer Van Winkle attended a background investigations class at the Ohio Peace Officer Training Academy. There was some damage to mailboxes and vehicle damage on the west side of the Township. 5Fest a proposed Music Festival was cancelled

ITEM 61-08 Items from Trustees

The Trustees set up a date for a workshop meeting to discuss the compressive land use plan for the township. It will be at 7:00 pm Monday April 28, 2008 at the township building. Mr. Salmon will instruct Mr. Rowan to put the legal notice in the paper.

ITEM 62-08 Approval of Bills

Motion by Mr. Salmon seconded by Mr. Frimerman to approve the payment of bills.
